Tax Incremement Reinvestment Zones

The City of Devine created its first TIRZ in partnership with Medina County in 2006. The TIRZ was created for a residential developer in 76 homes built around the golf course. The City is prepared to reimburse single and multi-developers up to 70% of their infrastructure costs which include streets, water, sewer, drainage and engineering for homes to be built on permanent foundations. The City is also prepared to reimburse commercial developers or infrastructure. 

380 Agreements

The City will enter into Chapter 380 Economic Development agreements for new retail and commercial projects or for the expansion of existing commercial and retaail projects that create new fulltime or full time equivelent positions. The City will partner with developers in approaching Medina County for matching 381 development grants for new commercial development.
